In North America, a variety of incentives are available for individuals and businesses to make e-bikes more accessible and affordable. We’ve compiled a list of ongoing and long-term electric bike subsidy programs across Canada and the US to help you take the first step toward your new ride.

What is an e-bike incentive program?
An e-bike incentive program is a government or organizational initiative designed to encourage the adoption of electric bicycles. These programs typically offer financial support, such as rebates, subsidies, or tax credits, to offset the purchase or leasing costs of e-bikes.
The goal is to promote environmentally friendly transportation, reduce reliance on cars, and lower carbon emissions. Incentives often vary by region, targeting individuals, businesses, or public institutions, and may include additional requirements such as using renewable energy or specific bike types.
E-bike incentive programs in Canada
Alberta
Town of Banff Post-Purchase Rebate Program
The Town of Banff offers a post-purchase e-bike rebate to help residents and local businesses make e-bikes and cargo e-bikes more affordable. Eligible Banff residents can receive up to CA$500, or up to CA$750–$1,000 for eligible Banff Access Program participants, depending on their tier. Local businesses can receive up to CA$500 per e-bike, for a maximum of CA$1,000. E-bikes purchased for rental fleets are not eligible.
British Columbia
While the BC E-Bike Rebate Program ended in 2025 after all available funds were allocated, there’s still a benefit for e-bike buyers. The province currently exempts qualifying electric bicycles and tricycles (e-bikes and e-trikes) from the 7% provincial sales tax (PST).
This isn’t a rebate or subsidy, but it can still help you save when buying an eligible e-bike.
Yukon
Yukon’s e-bike rebate program ended on March 31, 2026. However, if you purchased an eligible e-bike or electric cargo bike on or before that date, you can still apply for a rebate within one year of your purchase.
The Yukon provincial government offers a rebate for purchasing electric bicycles and electric cargo bicycles. The rebate covers 25% of the bike’s cost, up to a maximum of CA$750 for regular e-bikes and CA$1,500 for cargo e-bikes.
Over the lifetime of the program, individuals can receive rebates for up to 2 e-bikes, while businesses, organizations, municipalities, and First Nations governments can receive rebates for up to 10 e-bikes.
There are two ways to apply for the rebate:
- Get the rebate directly from a participating vendor at the time of purchase.
- Apply online or submit the application form by mail or in person.
E-bike incentive programs in the US
California
Pasadena Water and Power Residential E-Bike Rebate
Standard program funding for Fiscal Year 2027 has been fully allocated, and general applications will close on August 31, 2026. However, funding is still available for customers enrolled in PWP’s income-qualified bill payment assistance programs.
Pasadena Water and Power (PWP) residential electric customers can receive a US$500 rebate when they purchase a qualifying new e-bike. Customers enrolled in a PWP income-qualified bill payment assistance program can receive up to US$1,000. Each PWP residential electric account is eligible for up to two rebates.
To qualify, the e-bike must be purchased from a participating Pasadena bike shop, and you must submit an online rebate application within 180 days of purchase.
Colorado
1. Statewide E-Bike Rebate
Colorado’s statewide e-bike rebate program helps income-qualified residents save on the upfront cost of a new e-bike. Eligible residents can receive a US$1,000 rebate, with an additional US$300 available for electric cargo bikes or adaptive e-bikes. The e-bike must be purchased for personal use from a participating retailer and cannot be purchased for resale.
To receive the rebate, you must register for a voucher during one of the program’s designated application windows and wait to receive it before purchasing your e-bike. Each person can receive one e-bike rebate over their lifetime. Registration will be open during the following dates:
- August 24–31, 2026
- October 19–26, 2026
- January 11–18, 2027
- March 15–22, 2027
2. E-Bike Tax Credit Program
In addition to the statewide e-bike rebate, Colorado offers an e-bike tax credit that gives eligible residents US$225 off a qualifying e-bike purchased from a participating retailer. The discount is applied directly at the time of purchase.
To receive the discount, you’ll need to purchase your e-bike from a participating retailer. Each Colorado resident can receive one discount per calendar year.
Rhode Island
Erika Niedowski Memorial Electric Bicycle Rebate Program
Created in honor of clean energy advocate Erika Niedowski, this rebate program helps Rhode Island residents aged 18 and older save on the purchase of a new electric bike from an eligible local bike shop. It offers two rebate options:
- Standard Rebate: Get up to US$350 or 30% off the purchase price of an e-bike or e-cargo bike, whichever is less. Each household can receive up to two rebates.
- Income-Qualified Rebate: Get up to US$750 or 75% off, whichever is less. Each household can receive up to two rebates. To qualify, you must be enrolled in a state or federal income-qualified program, such as SSI State Supplemental Payment (SSP) or Medicaid.
Funding is limited, so applications are accepted on a first-come, first-served basis. You must apply within 180 days of your purchase. Businesses, nonprofits, and government agencies are not eligible.
Texas
Austin Energy Electric Ride (E-Ride) Rebate
Austin Energy customers can get a rebate when they purchase a qualifying new e-bike. Individual customers can receive up to US$600 per e-bike, or up to US$1,300 if they participate in the Customer Assistance Program (CAP). Businesses and organizations can receive up to US$800 per vehicle when purchasing a fleet of 5 to 25 qualifying e-rides.
The e-bike must be purchased from an approved local dealer, and applications must be submitted online within 60 days of purchase. Funding is limited and available on a first-come, first-served basis.
Washington, D.C.
District E-Bike Incentive Program
The application window for the District E-Bike Incentive Program is currently closed. The most recent application period ran from February 1–21, 2026. Check the program website for updates on when applications will reopen.
Created by the District Department of Transportation (DDOT), the program offers eligible D.C. residents a voucher of up to US$1,500 toward the purchase of a new electric bike. The voucher works like an instant discount and can be used at checkout with an authorized retailer. Each e-bike voucher also includes a helmet and lock.
To qualify, you must be a D.C. resident enrolled in one of the following programs:
- Supplemental Nutrition Assistance Program (SNAP)
- Temporary Assistance for Needy Families (TANF)
- Medicaid
- DC Healthcare Alliance
When applications are open, you can apply online through the program website or attend an in-person application event at a participating community partner location. Details about upcoming events will be posted on the program website.
Washington
The next selection is scheduled for September 14, 2026, and applications are open until March 2027.
Supported by funding from Washington’s Climate Commitment Act and launched by the Washington State Department of Transportation, the WE-Bike program helps Washington residents save on eligible e-bike purchases. Residents aged 16 and older can apply for a rebate of US$300 or US$1,200, depending on their household income.
To apply, fill out the pre-application form on the program website and verify your email address. When the application window is open, you’ll see an Apply button. If you’re selected, you’ll need to submit documents such as proof of Washington residency and household income, following the program’s requirements and deadlines.

Additional information
While each country and region has its own set of requirements, it’s possible that not just any e-bike or e-cargo bike can qualify for incentives.
Some governments and organizations may ask you for specific information, such as the bike’s maximum load capacity, wheelbase, or other dimensions. It’s also possible that they may request documents such as proof of safety certification.
